Transport strategies and plans
This page provides information about a number of strategies and long-term plans which are being developed.
Principal Freight Network
The Principal Freight Network (PFN) is a framework that identifies and protects Victoria’s key road and rail freight routes and places. The PFN’s strategic network facilitates the efficient, sustainable and economic movement of freight to support Victoria’s economic prosperity and liveability.
Metro and Regional Buses
Buses are a vital part of Victoria’s integrated transport system, with around 400 regular metropolitan bus routes, and local bus networks operating in more than 50 regional towns and cities.
Transport Accessibility Strategic Framework
The Victorian Government wants to make sure everyone can use public transport easily.
Heavy vehicles
The Victorian freight task is predicted to increase from around 360 million tonnes in 2014 to nearly 900 million tonnes in 2051. The Victorian Freight Plan: Delivering the Goods and Moving More with Less, Victoria’s high-productivity freight vehicle (HPFV) plan, outlines our commitment to HPFVs and expanding access to the road network.
Safer roads in our hands
The Victorian Government is committed to significantly reducing road trauma by 2030, to put us on the path to zero road deaths and serious injuries by 2050.
Accessible Public Transport Action Plan 2020-24
The Victorian Government is reducing barriers to accessing public transport. We’re planning for the future and investing $70 billion in new and upgraded transport infrastructure for everyone.
Principal Public Transport Network
The Principal Public Transport Network (PPTN) reflects the routes where high-quality public transport services are or will be provided.
Walking and cycling
Walking and cycling are central to a sustainable, safe transport system - and we are investing heavily in both Melbourne and regional Victoria.
Movement and Place in Victoria
Victoria’s strong population growth continues to place pressure on our transport system.
Growing our rail network 2018-2025
The Department of Transport and Planning has prepared a Victorian rail network plan for when the Metro Tunnel opens in 2025.
This plan includes an updated network map outlining how the rail network across the state will function when current major projects – including the Metro Tunnel, high-capacity signalling, High Capacity Metro Trains, and the level crossing removal program – are completed.
