Eligibility criteria

The applicant is an Aboriginal and/or Torres Strait Islander person.

The applicant was removed by a government or non-government agency before 31 December 1976, while under the age of 18 years.

The applicant was first removed in Victoria.

The applicant was separated from your family long enough to experience of loss of family, community, culture, identity and language.

You may also apply if:

you’ve already applied to or received payment from another reparations or redress scheme (this includes other states’ Stolen Generations schemes and the National Redress Scheme), or a civil litigation payment for abuse due to separation from family
-
you were born outside Victoria, only if your first removal happened in Victoria.
You cannot apply on behalf of someone who has already passed away.
Applying for the Package does not affect your eligibility for Other Reparations and Redress Schemes currently active across Australia.
Appoint a Nominated Support Person or Organisation
You can request a family member, support worker or friend to support you through the application process. This person is called a Nominated Support Person or Organisation (nominee).
A nominee can submit your application, but you must sign it.
A nominee can communicate with the department about your application on your behalf.
To appoint a nominee, both you and the nominee must complete this form:
The form must be signed by both of you and witnessed by a third person.
What a Nominated Support Person or Organisation can and cannot do
A nominee can:
- share and receive information about your application, including personal information about you
- fill out the application for you. However you must sign it and they cannot sign for you.
A nominee cannot:
-
sign your application for you
-
make decisions about your application
-
make decisions about the contents of your package
-
withdraw an application
-
receive payments made by the package. All payments go directly to the applicant.

Please include your completed nomination form when you submit your application.
Legal guardianship and power of attorney
If you have a guardian or power of attorney, they may be able to act on your behalf in relation to your application.
When you submit your application, your guardian or attorney must provide us with satisfactory evidence that they have these legal powers. They can do this by providing a certified copy of the documents that shows their legal powers to act on your behalf.
Advanced payments if you are terminally or critically ill
If you are terminally or critically ill your application will be prioritised, and you may qualify for an advance payment of $20,000 while your application is assessed.

An applicant has passed away
An application can still be processed if the applicant passes away before the Panel makes a decision on their eligibility to the Package.

Applying from prison
There are dedicated pathways to support applications from people currently in prison.

Interstate applications
If you were first removed in a state other than Victoria, you cannot apply for a Victorian package.
This package is for people who were first removed in Victoria, regardless of where you were born or lived.
