TAFE governance

Victoria’s TAFEs are established under the Education and Training Reform Act 2006. Victoria’s TAFE institutes are established under the Education and Training Reform Act 2006 (the Act). By the Act, the Minister and the governing body of each institute exercise specific powers about governance. TAFE institutes are also subject to the Public Administration Act 2004.

Ministerial directions

Ministerial directions and guidelines may be issued by the Minister to clarify the management, reporting and other responsibilities of TAFE institute boards, and to give direction about the employment of staff, the charging of fees or other specific matters. Executive memoranda may also be issued to support the directions.

TAFE institute boards

TAFE institutes are independent and autonomous entities established under statute. Each TAFE institute is governed by its own TAFE constitution and its own governing board.

TAFE Network Statement of Priorities

An annual agreement between the Minister for Skills and TAFE and Victoria’s TAFE Network which sets out the strategic objectives, priority activities and outcomes expected of the TAFE Network for the year ahead.

Processes and principles for appointing and remunerating members of Victorian government entities such as TAFE institute boards are subject to the Appointment and Remuneration Guidelines.

Using the terms ‘TAFE’ and ’technical and further education’

The Education and Training Reform Act 2006 restricts a person or body using the terms ‘TAFE’ and ’technical and further education’.
