Forward procurement activity plan
The forward ‘Procurement Activity Plan’ provides a high-level summary of potential procurement opportunities over the coming period. This plan will be reviewed biannually. It is an estimate of activity at a given point in time and is subject to change.
Download the forward plan (as of September 2025):
Note: All forecast procurements are subject to revision or cancellation.
The information in the Procurement Activity Plan is provided for planning purposes only. It does not present a solicitation or constitute a request for proposal. Nor is it a commitment by the Government to purchase the described goods or services.
There is no obligation to respond to or return any unsolicited bids received.
Supplier Portal
The department operates the DE Oracle Supplier Portal to support our procurement activities and those of partner bodies within the Education portfolio.
On the Supplier Portal, you can:
- Access and submit responses to many of our Requests for Quote (RFQs, also referred to as ‘negotiations’).
- Manage your organisation’s details and user setup.
For more information and assistance, visit the Supplier Portal page.
Conditions of Participation
If you’re an organisation responding to a procurement event issued through the department’s Supplier Portal you may need to accept our Conditions of Participation (’the conditions’). This may include procurements issued by other education portfolio agencies through the department’s system.
All events to which these conditions apply will include notice to this effect and a link to the conditions.
Procurement complaint management framework
The ‘Procurement Complaint Management Framework’ provides you with surety that there’s a mechanism in place to raise concerns about a particular procurement activity. Complaints will be handled in a consistent, fair, and transparent manner.
Download the framework:
- Procurement Complaint Management Framework – accessible (DOCX, 49KB)
- Procurement Complaint Management Framework (PDF, 152KB)
Supplier satisfaction survey
We invite suppliers to provide us with feedback on all parts of the procurement process. This will help us better understand supplier experiences with our procurement processes and identify areas for improvement.
Complete the survey: Supplier Satisfaction Survey – yougov.com.
This link will be provided to suppliers when we are advising the outcome of most competitive procurement processes, but you may also use the link here at any time that is convenient.
The survey should take around 10 minutes to complete.
YouGov is conducting the surveys of all departments on behalf of the Victorian Government Purchasing Board. Your responses are confidential. No individual or supplier will be able to be identified from the research results.
Please note that YouGov will collect your IP address and cookie data solely for the purpose of authentication and validation. The full YouGov Privacy Policy is available online.
