Intermodal freight terminals
We’re planning new intermodal freight precincts at Truganina in Melbourne’s west and Beveridge in Melbourne’s outer north to service the state’s growing freight and logistics sector. Other intermodal investments include on-dock rail at the Port of Melbourne and the new Port Rail Shuttle Network.
Intermodal hubs play an important role in shifting freight from road to rail and getting trucks off local streets.
Victoria Delivers
The Victorian Freight Plan 2025-30: Victoria Delivers is the Government’s plan to meet the challenge of higher freight volumes as Victoria’s population continues to grow and freight demand increases.
Victoria’s rail freight capability
Critical to the success of the inter-capital rail supply chains are the intermodal terminals that provide the key gateway between the rail line-haul and road-based pick-up and delivery to end customers.
Intermodal freight terminals are needed to handle high productivity freight movements across multiple modes, supported by integrated warehousing and other logistics facilities, while also managing the interface with existing and planned residential areas.
The Victorian Government is working with the Commonwealth to support the delivery of a new interstate rail precinct at Beveridge (BIFT) in the north of Melbourne, to support the Inland Rail Project.
In addition, the private sector is also investing in further terminal capacity, including at Somerton, Altona and South Dandenong.
To support this, the Victorian Government will apply protections to the land required for a future terminal in Truganina in Melbourne’s west (WIFT).
Victoria’s Interstate Freight Terminals Strategy
Victoria is moving to protect land in Truganina for the future WIFT, confirming that a Planning Scheme Amendment process will be used in the Chartwell East Precinct Structure Plan (PSP) area to ensure we can protect, acquire, and develop land for the new freight terminal.
Additionally, we’re unlocking land in the Derrimut Fields PSP area for industrial use. Making more land available for industrial development will give a much-needed boost to industrial real estate in the area.
The Victorian Government is also extending interstate rail freight operations in the Dynon precinct beyond 2031 for up to 20 years to deliver certainty for industry in the short to medium term.
Next steps
We’ll finalise re-zoning processes to enable the Commonwealth Government’s development of the BIFT.
Government has allocated $12m, split between the Victorian and Commonwealth Governments, for DTP to complete planning work to protect for the longer-term development of the WIFT within the Chartwell East Precinct Structure Plan area.
We’ll continue working with the Intermodal Terminal Company to support delivery of its terminal in Somerton
We’ll continue to work with industry participants to promote the development of metropolitan intermodal terminals as part of the Port Rail Shuttle Network to encourage mode shift to rail.
