Freight Victoria

Freight Victoria has been established to coordinate the development of an efficient freight and logistics system through the delivery of the Victorian Freight Plan 2025-30: Victoria Delivers, Navigating our Port Futures: The Victorian Commercial Ports Strategy, Moving More With Less: High Productivity Freight Vehicle Plan, and the Sustainable Local Ports Framework.

About Freight Victoria

Freight Victoria was established within the Department of Transport and Planning in 2018 to ensure the delivery of the Victorian Freight Plan.

The Ports and Freight Portfolio plans, provides, operates and maintains the freight and ports system consistent with the vision, objectives and principles of the Transport Integration Act 2010 (TIA).

Freight Victoria’s vision is for an efficient, safe and sustainable ports and freight transport system that enhances Victoria’s economic prosperity and liveability. This includes coordinating the development of an efficient freight and logistics system and delivering and reporting on the priorities outlined in the Victorian Freight Plan.

Freight Victoria is the central point of contact for industry, local government and other stakeholders on ports, freight and logistics matters. Freight Victoria coordinates industry engagement forums and harness private and public sector investment in Victoria’s freight network.

The Victorian Freight Plan 2025-30: Victoria Delivers

The Victorian Freight Plan 2025-30: Victoria Delivers is the Government’s plan to meet the challenge of higher freight volumes as Victoria’s population continues to grow and our demand for freight continues to increase.

The vision for the plan is to protect and strengthen Victoria’s competitive advantage, to enhance Victoria’s liveability and economic prosperity.

Resilient, productive and sustainable freight connections are essential to the success of Victoria’s businesses and communities. The freight industry employs around 240,000 people and generates more growth and jobs from freight than any other state. Victoria’s freight task is expected to increase from around 440 million tonnes in 2020-21 to 908 million tonnes by 2050-51. That growth is being accelerated by an increased momentum for decarbonisation and opportunities to boost supply chain efficiency, safety and connectivity through technological innovation and improved access to data.

The Victorian Freight Plan 2025-30: Victoria Delivers is the roadmap for our freight system. It outlines the high-level objectives, strategic priority areas and the actions that will be taken to deliver on the objectives over the next five years to support thriving freight and supply chains in Victoria.

As a long-term blueprint, it will be used to guide policy development; strengthen protection, planning and delivery practices; embed safety; support innovative technology and decarbonisation pathways; create certainty for investment; ensure fit for purpose infrastructure; improve data availability and research; and foster a skilled and diverse workforce.

Developing the Victorian Freight Plan 2025-30: Victoria Delivers

The Victorian Freight Plan 2025-30: Victoria Delivers was developed in consultation with stakeholders from the freight and logistics supply chain.

Since the last freight plan was published in 2018, the volume, mass and speed of freight carried on Victoria’s freight network has increased significantly. Impacts from the pandemic, global conflict and local disruptions have magnified the importance of supply chains. Engaging closely with industry to understand key issues, identify priorities for action, and discuss how we should measure success was crucial to guiding the development of The Victorian Freight Plan 2025-30: Victoria Delivers.

The wide-ranging engagement attracted a strong response with over 200 potential actions for consideration. All feedback was considered in the development of the plan. An overview of the consultation can be viewed in the Conversation Summary below or on Engage Vic.

The Victorian Freight Plan 2025-30: Victoria Delivers also was developed in parallel to the review of the National Freight and Supply Chain strategy and other jurisdictions updating their freight plans. This ensured national consistency and collaboration.

Sustainable Local Ports Framework

The Sustainable Local Ports Framework guides decision making about which local ports assets should be prioritised for investment to meet critical economic, tourism and community needs in a way that is fair, consistent and sustainable. This includes providing a clear strategy to engage with key stakeholders including local port managers, local councils, port users, Traditional Owners and the community.
