East Werribee’s evolution as a centre of employment will create a more resilient and productive economy, accommodate population growth and give people access to high quality jobs close to where they live.

The East Werribee Precinct is set to evolve into a vibrant urban centre, creating new jobs and housing.

Complementing established businesses and institutions, the precinct will transform underutilised Victorian Government-owned land, into a thriving, connected precinct that supports Victoria’s growing population.

Located on the Princes Highway between Melbourne and Geelong, East Werribee enjoys close proximity to existing town centres at Werribee and Hoppers Crossing, Avalon Airport, as well as regional attractions in the Werribee Open Range Zoo, Werribee Park, Werribee River and a distinctive natural landscape.

As part of Melbourne’s growing western corridor, East Werribee is positioned within a key hub of economic activity, providing access to skilled workers, strong industry partnerships, and shared infrastructure.

The precinct will also benefit from major planned investments, including:

Ongoing government investment is supporting growth in the area, with upgrades to rail and road connections, new public schools, and civic infrastructure such as the Wyndham Law Courts and Police Complex.

Together, these developments will help shape East Werribee into a vibrant, well-connected precinct - a place where people can live, work and thrive.

Vision

The East Werribee Precinct will be a new centre for jobs and housing in Melbourne’s growing western corridor. A true mixed-use high-amenity urban precinct, it will drive traditional and emerging employment sectors alongside diverse, inclusive and sustainable communities.

Precinct projects

Yurran P – 9 College, Ngurraga School and Yurran P – 9 College Kindergarten (interim name)

DTP is partnering with Victorian School Building Authority (VSBA) and Development Victoria (DV) to build a new P-9 school with 1,250 places and a specialist school with 168 places in Point Cook.

Both schools will be open for term 1 in 2026 and a kindergarten will open on the same site in 2027.

What is Government doing in East Werribee?

We have an opportunity to shape what the future could look like across this area which has a significant amount of government land.

Government’s role is to curate the land use and facilitate economic development in East Werribee as it becomes a new centre for jobs and housing in the Western Melbourne and Jobs Growth Corridor.

The Victorian Government has initiated projects to help achieve the vision for East Werribee, including $2.8 million to fast-track a review of the Precinct Structure Plan; a $271 million investment in the Wyndham Law Court; and a $236 million expansion of the emergency departments at Casey Hospital and Werribee Mercy Hospital.

A further three level crossings are to be removed in Wyndham, and the completion of missing links along the Federation and Kororoit Creek trails is delivering better and safer cycling from Werribee to the city.

By 2025, the opening of the Metro Tunnel will see increased capacity on the Werribee and Williamstown lines during peak periods, and the West Gate Tunnel will slash travel times between East Werribee and the Port of Melbourne, a massive boost for export-oriented businesses. In addition, the development of a new intermodal terminal at Altona provides an alternative mode to getting exports to market.

We will continue to support the existing East Werribee community while welcoming new people and investment to the area.

When is development going to happen in East Werribee?

We will work with key partners and stakeholders to leverage existing and new investment and realise these changes over time.

Is the Structure Plan going to change?

In 2013, the state’s planning authority completed a precinct structure plan(opens in a new window) for the former research farmland and designated that it should be used as a mixed-use area and host about 58,000 jobs. Any changes to planning controls will seek to better facilitate the delivery of precinct outcomes and better alignment with current policies.

Are you going to sell the land?

There is a significant amount of government land deemed to be surplus to government needs however it is not yet known how that land is going to be used including any portions that may be sold.

What affordable and social housing is being considered for East Werribee?

We are working with Community Housing Providers and Housing Victoria to ensure that the affordable housing opportunity in East Werribee is realised.

Is East Werribee going to get a more Public Transport?

The Department of Transport and Planning will assess the level of public transport required as planning reveals the number of residences and jobs expected in East Werribee.

Will the Precinct encourage healthy lifestyles?

East Werribee will be Precinct of 20-minute neighbourhoods, with liveability and active lifestyles a core component for all those who want to live, work, study and play in East Werribee.

How are you planning for Sustainability within the Precinct?

We are developing a framework to guide decisions regarding sustainability within the precinct. Opportunities to integrate sustainability will be considered at each stage of the precinct’s development.
