Complaints management process for suppliers
All supplier complaints about procurement are managed by the DGS Corporate Procurement Team to ensure due process and integrity.
We aim to resolve complaints to the satisfaction of all parties involved.
Complaints from potential suppliers and contracted suppliers may concern:
- the procurement process followed by DPC
- the probity practice adopted by DPC during its procurement activity
Complaints about another issue (such as improper conduct, corrupt conduct, fraudulent activity) should be made as a Protected Disclosure.

- Submitting a complaint
All procurement complaints should be submitted in writing to:

Email: CPT@dgs.vic.gov.au The Chief Procurement Officer of Department of Government Services manages the complaints for DGS, DPC and DTF.
You must provide:
- your name and contact details
- the procurement process or probity practice the complaint relates to
- any supporting documentation that is relevant to the complaint
- the outcome you’re seeking to achieve
- whether you are contacting DPC on behalf of someone else
- What happens next
We record all complaints in a complaint register.
We handle all information and documents received from complainants in accordance with the Public Records Act 1973 and the Information Privacy Act 2000.
We acknowledge receipt of a complaint within 5 business days.
If we require additional information, we’ll ask for it at this stage.
We appoint an independent investigation manager to investigate all procurement complaints, determine the most suitable outcome and resolve the complaint.
- Resolving and responding to complaints
We aim to resolve complaints within 20 business days. This may be extended if we have to request additional information or engage an external party to assist. You will be notified of any extension of time.
A complaint may be denied if:

you fail to provide sufficient evidence to support your complaint

we don’t find any failings (or find partial failing) in our procurement process or probity practice A complaint may be accepted if:

you provide sufficient evidence to support your complaint

we discover a total failing in a DPC procurement process or probity practice relevant to the complaint The PGC Secretariat records the outcomes of all complaint investigations. They inform the Victorian Government Purchasing Board (VGPB) if a complaint can’t be resolved to the satisfaction of all parties.
- If you’re not satisfied with the result
If you’re not satisfied with DPC’s findings and/or its response, you can refer the matter to the VGPB. You must do so within 10 working days of receiving DPC’s findings.

You must provide:
- evidence that DPC did not correctly apply supply policies in relation to a procurement activity
- evidence that DPC’s complaints management procedures were not applied correctly
- a copy of all correspondence between you and DPC about the complaint
- any additional material requested by the VGPB to assist in its findings
