Jeremi Moule, Secretary

Jeremi is the Secretary for the Victorian Department of Premier and Cabinet. Prior to this role, he was the Deputy Secretary, Governance Policy and Coordination at the Victorian Department of Premier and Cabinet, he was appointed to the position in August 2018.
Jeremi has held various executive positions in the Victorian and South Australian Public Services over a 17 year period, was the CEO of a registered training organisation and started his career as a journalist. He lives in Bendigo and has worked extensively in regional Victoria.
He holds a journalism degree from the University of South Australia and is a graduate of the Australian Institute of Company Directors.
Brigid Sunderland, Deputy Secretary Children’s Portfolio Coordination

Brigid Sunderland commenced as Deputy Secretary of Children’s Portfolio Coordination in January 2025, having previously been Deputy Secretary of Social Policy and Intergovernmental Relations.
Brigid has had an extensive public sector career that has had a strong emphasis on social policy and service delivery reform and outcomes.
Prior to joining DPC, Brigid was Secretary of the Department of Families, Fairness and Housing and before that served in executive positions in the Youth Justice division of the Department of Justice and Community Safety.
Brigid has previously held senior positions in both the public and private sectors including the Commonwealth Attorney-General’s Department. Prior to joining the public sector, Brigid practised as a lawyer in several international and Australian law firms.
Brigid’s notable achievements include leading the state-wide roll out of the Family Violence Support and Safety Hubs, overseeing the design and implementation of Victoria’s best practice multi-agency risk assessment framework and leading significant reforms to Victoria’s youth justice system.
Brigid holds degrees in Law and Political Science and a Masters of Public Policy and Management. In 2017 she was named as part of the Top 50 Sector Women by the Institute of Public Administration Australia (Victoria) and in 2022, a fellow of the Institute of Public Administration.
Marian Chapman, Deputy Secretary Public Administration

Marian Chapman was appointed Deputy Secretary Public Administration in December 2025. Immediately prior to joining the Department of Premier and Cabinet, Marian held a number of Deputy Secretary roles in the Department of Justice and Community Safety, where she delivered complex criminal and civil law policy and legislative reforms, was appointed as the department’s Chief Counsel and was responsible for managing integrity and assurance functions. Marian supported a large number of key entities across the justice system including integrity agencies, Court Services Victoria and all Victorian courts.
Marian has a long history of working in the public service in both Australia and the United Kingdom. Marian worked for many years in the Department of Treasury and Finance where she held executive roles as General Counsel, Executive Director, Corporate Delivery Services and Executive Director, Commercial Transactions. In these various roles, Marian was responsible for advising and leading on commercial transactions and reform initiatives, the management of all corporate service functions and the strategic oversight of all legal and legal policy matters across the Treasury portfolio.
Marian worked in the United Kingdom for a number of years for both local and central government and, in earlier years, was in private legal practice in Australia as a solicitor specialising in commercial and taxation law.
Marian holds an honours degree in Law from the University of Melbourne. She was recognised in the Top 50 Sector Women by the Institute of Public Administration Australia (Victoria) in 2018, and a fellow of the Institute of Public Administration in 2024.
Terry Garwood PSM, Deputy Secretary First Peoples - State Relations

Terry has been an officer of the Victorian and Australian Public Services for more than 40 years and was appointed Deputy Secretary, First Peoples – State Relations at DPC in October 2023. Previously, Terry was Deputy Secretary, Land Services in the Department of Transport and Planning.
Terry has held a number of executive positions across the Victorian Public Service (VPS), including Executive Director, Freight, Logistics and Marine Division. At different stages he has also been responsible for health, aged care, disability services, child protection, public housing programs and Aboriginal Affairs.
Terry grew up in Shepparton and studied at Latrobe University, Bendigo from where he received a Diploma of Arts (General Studies) and a Graduate Diploma in Education (Secondary).
Terry has served on the board of the Museum of Victoria for nine years and the Centenary of Federation Committee for five years and is a Fellow of the Institute of Public Administration Australia. He was appointed as Director of the Ports Victoria in 2022.
Terry was awarded the Public Service Medal in 2018 for distinguished public service. He was also inducted into the Victorian Aboriginal Honour Roll in 2018, in recognition of his leadership, passion and commitment to community.
Jason Loos, Deputy Secretary Economic Policy and State Productivity

Jason Loos commenced in the role of Deputy Secretary of Economic Policy and State Productivity and Land Coordinator General in June 2023. Previously, Jason was Deputy Secretary at the Department of Treasury and Finance, where he was responsible for providing strategic commercial, financial and risk management advice to the Victorian Government.
Jason has over 20 years’ experience in the commercial structuring and delivery of infrastructure projects, including extensive experience in the delivery of PPPs and the corporate governance oversight of significant Victorian Government Business Enterprises.
Jason has a Master of Business Administration.
Dannii de Kretser, Deputy Secretary Social Policy

Dannii de Kretser commenced as Deputy Secretary, Social Policy in December 2025. Previously Dannii was Deputy CEO at Homes Victoria where she supported the CEO to deliver Homes Victoria’s key priorities, including ensuring continuity and successful ongoing management of the public housing system.
Prior to commencing in Homes Victoria, Dannii was a client partner supporting digital transformation in a government relations consulting firm. She was also previously Acting Deputy Secretary and Associate Deputy Secretary Youth Justice at the Department of Justice and Community Safety.
Her career started supporting public housing communities as a housing officer, and she has held senior operational policy, strategy, and program roles in the former Office of Housing. Dannii has held numerous executive roles in four departments across the Victorian government including in housing, community services, justice, and education.
