Approval to deliver an RSA course
Apply for our approval to deliver a Responsible Service of Alcohol (RSA) course.

You need our approval to deliver Responsible Service of Alcohol (RSA) training that leads to an RSA Certificate of Completion (RSA certificate).
This certificate is required to supply alcohol in licensed venues and locations in Victoria.
We approve both online and in-person RSA training courses, including self-paced courses.
You must be a registered training organisation (RTO) to apply.
There is no application fee.

We can only approve courses that a registered training organisation (RTO) delivers.
Find out how to become an RTO through the Australian Skills Quality Authority or Victorian Registration and Qualifications Authority.
You’ll need your RTO number when you apply for RSA course approval.

You don’t need to have all your content and assessments finalised before you apply.

- Meet to discuss your application
When we get your application, we book a meeting to discuss your application and course requirements.
To help with the discussion, use our RSA approval tool to check how closely your course complies with our requirements:

- Submit course documents for feedback
After our meeting, you need to:
- make changes, if needed, to your course material and assessments
- email them to us for our review at lcv.education@justice.vic.gov.au. We comment directly on your documents or screenshots.
You need to make the changes and then email the updated versions back to us within 4 weeks.
In-person courses
Email us Word document versions of your:
- learner workbook
- trainer presentation
- trainer and assessor marking guide
- completed RSA approval tool:

Online courses
Email us:
- a dedicated username and password for us to access your RSA online course
- your course content and assessments saved as screenshots in the RSA approval tool.

- Sign the contract
If we approve your course, we send you a letter of offer and contract.
Your authorised representative must sign and return the contract to us.
We currently approve RTOs to deliver RSA training courses until 30 June 2027. Before your contract expires, we’ll start the contract renewal process.

- Register learners and deliver the course
After you sign your contract, we give you login details to our RSA Certificate Database.
This allows you to register learners and access additional training materials.

RSA certificates
When a learner completes your RSA course and you provide their details to us through the RSA Certificate Database:
- We email the learner a certificate number so they can create an account on the LCV Learning Hub.
- The learner is then prompted to complete the training module Sexual Harassment and Assault: Recognise, Prevent and Respond.
- When the learner has completed this module, they can download their RSA Certificate of Completion.
