About the CART

Helping councils and regulators improve their internal regulatory processes and make it easier to do business in Victoria. The Victorian Government is committed to making it easier for councils and regulators to help businesses start and grow into successful enterprises, while managing risks to the community, safety and the environment.

To help achieve this, we’ve developed the Council and Regulator Toolkit (CART) – a one-stop shop of tools and resources tailored to assist state government departments, local councils and regulators in Victoria.

The tools, templates and guides to best practice have been developed in collaboration with Victorian regulators or through state programs. They are designed to be flexible and apply broadly across regulatory fields.

These tools will help agencies streamline regulatory processes, support digital transformation and improve business engagement. Councils and regulators will be able to work more efficiently and effectively, and businesses will benefit from faster and easier approvals and processes.

The Regulatory Reform team in the Department of Treasury and Finance manages the CART.

We work with agencies such as Better Regulation Victoria and the Department of Jobs, Skills, Industry and Regions to ensure the toolkit is effective in supporting regulatory reform across Victoria.
