About the information sharing and MARAM reforms
The Victorian government is progressing 3 interrelated reforms that are integral to reducing family violence and promoting child wellbeing or safety.

The 3 reforms
Child Information Sharing Scheme (CISS)
CISS enables authorised organisations and services to share information to promote the wellbeing or safety of children. Find more information on child information sharing(opens in a new window).
Family Violence Information Sharing Scheme (FVISS)
FVISS enables authorised organisations and services to share information to facilitate assessment and management of family violence risk to children and adults. Find more information on family violence information sharing(opens in a new window).
Multi-Agency Risk Assessment and Management Framework (MARAM)
MARAM sets out the responsibilities of different workforces in identifying, assessing and managing family violence risk across the family violence and broader service system. MARAM will guide information sharing under both information sharing schemes wherever family violence is present. Find more information on the MARAM framework(opens in a new window).
Timeline of reforms
Initial group: 26 February 2018
FVISS started for an initial group of information sharing entities (key organisations and services).
Phase 1: 27 September 2018
More organisations and services were prescribed under both information sharing schemes and MARAM.
Phase 2: 19 April 2021
Additional organisations and services were prescribed under all 3 reforms, including education and health workforces.
Which organisations must apply the reforms?
Information can only be shared under the reforms by organisations prescribed as Information Sharing Entities (ISEs). Learn more about who can share information under the reforms.
